Our Methodology

How we work


Each engagement at Pesara Counsel follows the same unhurried sequence. We begin by listening — to the client's situation, their concerns, and what they are hoping to understand or resolve. We then review the documents they are able to provide, consider the applicable legal position, and form a written view.

The written advisory letter or plan that results from that process is produced carefully, without shortcuts. It sets out what we have found, what options are available, and — where appropriate — what we recommend. It does not press the client to take any particular course. It gives them the information they need to make a considered decision.

Where representation is required, the same standards apply. We prepare thoroughly, communicate clearly, and keep the client informed at each stage. The pace of proceedings is often outside our control; the quality of our preparation is not.

Pension Entitlement Review

SGD 220 — Fixed Fee

A careful, written assessment of the client's pension position — covering CPF history, any private retirement schemes in place, prior employer contributions, and surviving spouse provisions where relevant. The work begins with a one-hour private consultation, followed by document review and a written advisory letter setting out the client's standing, areas worth attention, and a measured set of next steps.

Suitable for those approaching retirement, those who have recently retired, and family members assisting an older relative. The tone of the work throughout is patient and considered.

What is included

  • One-hour private consultation (in person or video)
  • Review of CPF statements and any private scheme documents provided
  • Written advisory letter setting out the client's position and next steps
  • Surviving spouse provision review where relevant
  • One follow-up clarification call within 14 days of letter delivery

Pension Dispute Representation

Service Two

Pension Dispute Representation

From SGD 480 — Fixed Fee

Representation when a pension entitlement has been reduced, withheld, or contested — for example following an employer dispute, a CPF Board decision the client wishes to challenge, or unclear provisions in an older private scheme. The service includes case preparation, correspondence with the relevant body, attendance at hearings or mediation where called for, and ongoing written updates so the client always knows where matters stand.

The firm takes a quiet, evidence-led approach rather than an adversarial one. In CPF Board and mediation settings, this tends to produce better outcomes than a combative style.

Retirement Estate and Pension Planning

Service Three

Retirement Estate & Pension Planning

SGD 360 — Fixed Fee

A combined planning service for clients who wish to align their pension arrangements with their broader estate intentions — including wills, lasting powers of attorney, and beneficiary nominations on retirement accounts. The work is conducted across two or three sittings, gives time for family discussion between meetings, and produces a clear written plan the client can keep.

Particularly suitable for those wishing to make orderly arrangements without rush. Family members are welcome to attend the sessions where relevant to the decisions being considered.

What is included

  • Two or three planning sittings at intervals to allow reflection
  • Coordination of CPF nominations, will and lasting power of attorney
  • Beneficiary nomination review across all retirement accounts
  • Written retirement estate plan produced and retained by client
  • Family members welcome to relevant sessions
